nevermind this post. it looks like the test requirements aren't the real requirements so pretty much anyone should be able to fly the ships and use the POS...I apologize for being a faithless dog CCP

From what I understood in the shiva channel yesterday they aren't planning to give us the skills due to the fact that they want conditions to be as TQ like as possible. So as you see my statement may not be as obvious as you might imagine.
I do however, like your idea. Accelerated training times would be a decent solution.

I have no problem with testing the current bugs before I move on the the new ships/POS. But I'd like to get a chance to test those eventually as well.
